Anonymized Routine Data from Outpatient Care

Project Goals

The RADAR project is located in the fields of epidemiology, medical biometrics and medical informatics. It serves to make routine data from medical practices available for health care research. This mainly involves data on the state of health of patients and adequate health services. The systematic evaluation of this data has hardly been possible in Germany to date. The collection, processing and use of health data, belong to so-called special categories of personal data according to Article 9 of the European General Data Protection Regulation (EUGDPR), are subject to special requirements. In addition, there are technical and procedural problems.

The overarching goal of the RADAR project is therefore the development of a framework concept and a prototypical infrastructure for the practicable and secure export of health data and the processing of electronic patient records from established practices.

Subgoals

• Development and provision of a corresponding data protection concept
• Definition of work processes and creation of adequate IT tools, data export
• Pseudonymization of electronic patient records via the treatment data transfer (BDT) interface of the medical practice information systems (AIS) present in most medical practice software systems,
• Development of mechanisms for the management of identity data and consent
• Construction of a prototypical database

In various scenarios, the focus is on feasibility and resulting data quality.

At the end, a large German, continuously updated research database that provides representative, anonymous patient and health data from outpatient care and tools for their use, shall be established, similar to the English Clinical Practice Research Datalink.

GWDG’s Role in the project

On the basis of the experience of the University Medical Center Göttingen with the acquisition of patient data on the treatment data transfer (BDT) interface of the medical practice information systems (AIS) within the framework of a model study for care research (see below), the GWDG has a long-term effect on the prototyping of a database Securing the collected data and ensuring the data security according to the EUGDPR. Experiences gained from other data management projects and current research projects.

The focus of GWDG is on data management and integrative statistical data analysis. For this purpose, methods and analysis tools are developed and tested in order to optimize the quality of the data in order to obtain significant derivations and to ensure the long-term reuse of the data.
